CONCORD, NH — A Merrimack County grand jury indicted the following people recently.

Norman Chapman, 33, of Davis Street in Claremont on a felony motor vehicles; penalties charge. He was accused of driving on Route 103 in Newbury on Dec. 5, 2023, after being deemed a habitual offender by the NH DMV.

Desiree Charter, 37, a homeless woman now located in Concord, on two felony controlled act; acts prohibited charges, methamphetamine and fentanyl, on Dec. 8, 2023, in Concord.

Mingdong Chen, 27, of 8th Avenue in Brooklyn, New York, on organized retail crime enterprise, theft by deception, accomplice to credit card fraud, conspiracy to commit credit card fraud, and conspiracy to commit theft by deception charges, all felonies. He was accused of agreeing with Naxin Wu and others to steal gift cards fraudulently and obtain merchandise at Walmart between Oct. 1 and Dec. 28, 2023, in Concord. Lagene A. Richardson, 42, of Sunapee Street in Newport on a felony motor vehicles; penalties charge. He was accused of driving on Route 103 in Newbury on Dec. 31, 2023, after being deemed a habitual offender by the NH DMV.

Craig M. Rieger, 46, of Pearl Street in Manchester on a felony controlled drug act; acts prohibited-cocaine charge on Dec. 18, 2023, in Hooksett.

Krystal R. Robie, 34, of Fisherville Road in Concord on a felony registration of online identifiers charge. Robie was accused of failing to report an Instagram account, created in January 2023, to Concord police between Aug. 25 and Sept. 10, 2023, which is required due to their sex offender status after being convicted of felonious sexual assault in Merrimack County Superior Court in March 2011.

Angelo Louis Santiago Jr., 31, of Highland Street in Concord on a felony duty to report-subsequent charge. He was accused of failing to register with Concord police on Oct. 24, 2023, as required due to be convicted of felonious sexual assault in May 2016 in Merrimack County Superior Court.

Elizabeth Santos, 36, of Bible Hill Road in Claremont on two felony theft by unauthorized taking charges. She was accused of stealing another person’s mail in Northfield on Oct. 27, 2023, and obtaining unauthorized control over another person’s Venmo, cash app card, and food stamp card in Northfield on Nov. 23, 2023. Twice before, Santos has been convicted on theft charges.

Mark S. Santos, 58, of Hartshorn Lane in Warner on a felony reckless conduct charge. He was accused of firing a gun in a multi-unit apartment building in Warner, in which other tenants were present on Dec. 29, 2023.

Nicholas Sanville, 37, of Manchester Street in Concord on duty to report and three trafficking in persons-victim under 18 charges, all felonies. He was accused of soliciting a girl for sex between Feb. 1 and March 31, 2023, in Concord and Pembroke. Sanville was also accused of failing to register his new employer with Concord police on July 25, 2023, as required due to his sex offender status after a felonious sexual assault conviction in Hillsborough County Superior Court North in October 2021.
