Kashmir has been facing a communications blackout ever since Article 370 was abrogated in the state, taking away the special status on August 5. Mobile phones and internet services have not been restored. However, despite these facts, residents in the Valley claim they have received bills by telecom companies for services that were not provided.

Reports suggest that telecom companies have billed subscribers for the period of communication blockade that has been in place since August 5, when Centre abrogated provisions of Article 370 and split Jammu and Kashmir into two union territories.
